Abstract
This article examines the concept of an “online learner’s permit” as a framework for preparing young people to participate safely and responsibly in digital environments. The article draws parallels between digital participation and established safety preparation models such as driver licensing and workplace health and safety training. It discusses the growing role of platform design, digital literacy education, and regulatory policy in shaping children’s online experiences, and highlights the need for structured approaches to digital citizenship that support autonomy, safety, and informed engagement. The piece contributes to public discussion on online safety, platform responsibility, and youth digital participation.
