WITHDRAWN FROM PUBLICATION

This protocol was written originally for a suite of reviews on pharmaceutical policies for rational drug use. Five of these reviews have now been published and for six of these reviews a separate protocol was prepared and published in the Cochrane Library, or the reviews have been updated. This protocol is now out of date and no longer relevant, and it is therefore being withdrawn from publication in the Cochrane Library.
