National Cabinet Two Years On: New Models for Intergovernmental Engagement in Australia

Abstract

On 29 May 2020, former Prime Minister Scott Morrison announced that the National Cabinet (NC) would be replacing COAG as the forum for federal cooperation, coordination and discussion in Australia. Experts gathered in Canberra in late 2022 to consider the first years of the new National Cabinet and the challenges of transitioning from the crisis management focus of the COVID pandemic to establishing the NC as a sustainable model of federal intergovernmental cooperation. In doing this consideration was given to
overcoming key challenges, namely:
• High turnover of elected officials, especially leaders
• Managing the politics of the federation, and
• Incorporating the principles of both federalism and responsible government into the NC model.
