Abstract
The EU-led proposed International Code of Conduct for Outer Space Activities sought to specify governance policies that would promote a peaceful and cooperative space environment. It aimed to establish norms and rules of responsible behaviour. Emphasising space sustainability, particularly in relation to the deliberate creation of space debris, it formulated voluntary commitments with which Subscribing States would comply. The Code emphasises information sharing between the Subscribing States and efforts to promote the universal adoption of, and compliance with, regulatory instruments relating to space activities. The Code was ultimately not supported at a conference in 2015, due to objections by several States regarding the process of drafting and consultation, and lack of a formal United Nations mandate for its development. It has since not figured in any discussions or initiatives addressing similar issues. Despite its ultimate demise, the Code served to highlight important issues regarding the safety, security and sustainability of outer space activities.
