Abstract
It is an immense pleasure and honor for me to be able to speak to you on the occasion of the 90th anniversary of the Institute of Air and Space Law (Institut fur Luft- und Weltraumrecht) here in beautiful Cologne. In preparing my brief remarks, I was fascinated to read about the history of the Institute - beginning with its establishment in May 1925 at Albertus University in Konigsberg by Prof. Dr. Otto Schreiber as the first such research institute in the world, its move to Cologne in 1951 as the Department of Air Law, and then the Institute of Air Law, and its formal incorporation in 1959 of issues relating to the legal regulation of outer space, as, initially, the 'Institute of Air Law and Questions of Space Law', before ultimately changing to its current name under the leadership of Prof. Dr. Karl-Heinz Bockstiegel.
