Abstract
In the wake of Scott Morrison’s unexpected victory on 18 May 2019, issues that scarcely featured during the federal election campaign came to sudden and dramatic prominence. The Coalition’s defiantly narrow, small-target strategy sought to divert attention from its record in key areas of policy and service delivery where responsibility is shared with state and territory governments—disability services, environment and natural resources management, health and housing—towards its preferred terrain of economic management and escaping the ‘Canberra bubble’.
