Abstract
There are two problems in addressing the reduction of construction wastes and in promotion their recycling. The first one is that designers(consultants) have neither incentives nor responsibility for reducing construction wastes in spite of the fact that design work has a crucial role in reducing construction wastes and in promoting recycling activities. The second one is that owners are in short of resources in supervising and inspecting construction wastes disposal properly. Therefore, it is recommended for consultants(designers) to prepare the appropriate proposal for construction wastes disposal and recycling on one hand, and to supervise and inspect the treatment of disposals in line of
the owner on the other hand. In the present system in the construction industry, there is no system which regulates consultants to take any responsibility for their negligence in design work. This paper tries to recommend that an insurance system which has been used in Europe and USA is one of choices to resolve these two problems, at once in which consultants can compensate damages caused by their negligence through the insurance company.
