Abstract

In recent years, while tax revenue decreases with population decline and social security costs increase with the aging of society, it becomes more difficult for the government alone to respond the needs of diversifying and sophisticated citizens. “Citizen Coproduction” where citizens and administration bring resources and work to solve local issues is regarded as important. However, each local government does not know what kind of program management can lead to “Citizen Coproduction”, and practices town development by trial and error. We attempted to propose a flexible design and management method for practicing “Citizen Coproduction” on community development in accordance with rapid changes in local communities and diverse needs. In order to verify the effectiveness of our method, we conducted workshops and social experiments in Bungo-Ohno City, Japan.
