Abstract

The first objectives of this paper are to analyze characteristics of public works systems and clarify their merits and problems. Then, a proposal is made of a new direction of public works systems to solve the “formidable” problem of implementing a project with high cost effectiveness, good quality, and procedural fairness. Finally, an attempt is made to discuss the significance of introduction of the progress payment systems associated with implementation of the above reform.
